Having pondered the circumstances I perceive the necessity of opening a temporary Directorate in the city of San Francisco. It shall be called: Directorate of the Aleut and Alaska Diocese.
I propose to recognize as members of the Directorate under your chairmanship Priest Nicholas Kovrigin and Deacon Kashevarov who, in addition to his previous assignments which all remain, will perform the duty of the Directorate's secretary.
