To the North American Ecclesiastical Consistory
One of the priests in our diocese in response to my inquiry as to how many parishioners he had, wrote me that "there are more than 400 parishioners, although on paper there are more than 600." In another locality the practice up until now has been to count as parishioners those seniors just short of one hundred years old, who have already departed for eternity.
I propose that the Ecclesiastical Consistory clarify to those whom it may concern that only those who in fact belong to the Church should be shown "on paper", and that all "paper" acquisitions shall be charged not to the praise of the clergy, but to their censure.
