Based upon his Archpastoral visitations, His Grace Bishop Tikhon has expressed a desire that the following be conveyed to you. His Grace requests his priests to wear all their elevations, including skufia and kamilavka, at every service. In general, priests should wear all elevations at every Resurrection Divine Liturgy, but this is mandatory when serving with the bishop.

Clerics -- subdeacons and readers -- are to be properly vested in the performance of their functions at services. Wearing street clothes when reading is improper attire for individuals who are tonsured "to exercise the study and reading of...divine words".

The Antimension should be kept clean at all times. This requires only a few moments either while the deacon is reciting the final ektenia or, if there is no deacon, just before consuming the Holy Gifts. In general, His Grace has found most priests have been lax in this area. Deans are to inspect the Antimension when visiting a parish.

Priests are reminded to familiarize themselves with the rubrics for Hierarchical services. If any priest does not have access to these rubrics, please inform me and I shall furnish same.

The Bishop should be included in the mailing of the notice of a Deanery meeting as he may wish to attend. Minutes of all Deanery meetings should be mailed to the Bishop by the secretary not less than two weeks after the meeting.
